KU changes the rules for hearings – Swedish Radio

Even cabinet ministers who have left the government will show up when the Parliamentary Constitutional Committee convenes hearings. It is expected KU establish after the summer, as echo experience. The background is that the former Minister Maud Olofsson refused to answer questions about Nuon affair – Vattenfall criticized the purchase of the Dutch company Nuon.

– It impedes course examination. She is the responsible minister and the person who has been responsible for the preparation of the case. It is the preparation of this major acquisition that we are discussing, said the committee’s former chairman Peter Eriksson.

It was last spring – in connection with the review of Vattenfall’s controversial purchase of energy company Nuon – as constitutional committee wanted to put questions to the former Minister, Maud Olofsson.

To the surprise of many, turned down her – something she afterwards reasoned like this.

– I have explained to KU why, it is five years since this deal was made and to detail remember all the meetings, everything that was said or not said, it is almost an impossible task, says Maud Olofsson.

Maud Olofsson’s refusal aroused great attention and the Committee decided to initiate an investigation.

It should be clear in September. But already it is clear that KU intend to act, said echo sources.

There is no presence duty of the Constitutional Committee. But that sitting cabinet minister comes when KU call rests on “the constitutional practices” and no politician has so far said no.

But now, a majority in KU thus have a clarification – and stating the importance of including former ministers should appear.

The Committee on the Constitution think the Prime Minister will conclude agreements with all the cabinet ministers that they will participate in the hearings – even after they have left the government.

Stefan Löfven highlighted as a role model. He made it clear to all his 23 ministers – when they recruited – that he expects them to come to KU, whether they are sitting Cabinet ministers or former, as echo experience.

The parties have Also considered proposing a law that makes it possible to force the minister to come to KU. But it rejected the current situation of all but the Sweden Democrats.

According to SD’s Fredrik Eriksson – who is a member of the KU – would a legal presence requirement make the system more legally secure and predictable.

– The full boil down to whether this should be a kontrollinstrumet Riksdag own or whether it should be freely chosen work and able to send in a letter, and not to come at the KU call.

What would the penalty be if you do not?

– What we have looked at is that you would then submit to the suspension under penalty, we believe this is a right step in this direction, says SD’s member of the KU, Fredrik Eriksson.
