Fugitive sex offender is abroad – Swedish Radio

A man convicted of serious sexual abuse of children held during a furlough from rättspsyk in Sundsvall two weeks ago. According to police, the man has fled abroad.

A 49-year-old man on the forensic psychiatric clinic in Sundsvall managed to escape during a leave in Söderhamn even though he had two carers with on the leave.

Sven-Erik Alhem, legal expert and Chair of the Victim Support Sweden, is critical to the man managed to escape during his furlough

– I think it is very serious. Those who have responsibility for the detention is responsible for this not to happen, he says.

Do you think it’s broken here?

– I too little evidence to give judgment, but one can say that every time a person is dangerous for public safety and has been guilty of serious crimes should have leave, you have to make a very thorough risk assessment. It has clearly not been the case here when seeing that it was possible to escape from guards, says Sven-Erik Alhem.

The 49-year-old is now abroad, according to police, but the police do not want to go into the country is in because reconnaissance continues. According to police, the man internationally called for.

The man picked out a pass while sitting on rättspsyk. Now Bengt Eriksson, Deputy Director of Forensic Psychiatry regional clinic in Sundsvall, self-critical, and believes that there is a failure that has led to this situation has arisen.

– He picked up the passport a while before the escape took place, he justified it by saying that he needed an ID. For some reason I clicked the department’s internal communications as supervisors did not know about this. He certainly would not have had this session, says Bengt Eriksson.

So he’s passport is a problem that has arisen in dealing with you?

– Yes, that’s it, he says.

Bengt Eriksson waving away criticism from Sven-Erik Alhem about the escape indicates that the risk assessment was not good enough before the leave.

– It is not at all the case here. The risk assessment was accurate in this case. What is at stake here is, first, that it is the administrative court that determines whether a patient should be allowed to do such a tour, and the fact that the monitoring was not working at the site. It’s not about the risk assessment. We do the most professional risk assessment of all forensic psychiatry in Sweden, and so it has been for 15 years, he said.

It has a relatively short time occurred multiple escapes from the forensic psychiatry in Sundsvall. Last autumn, for example an HIV-infected sex offender who managed to escape, and now it has thus occurred again.

– We have unfortunately had a bit too many in a short time, they shall have no escape and that is our objective. Now we work with on this issue. We have appointed a team to go in and look at how it could be like this on the last elopement. We will do a deep dive into this for the very preservation that has been made with this frequency. We need to make a tightening, says Bengt Eriksson.
