There are examples that people had to wait up to eight days in jail on the acceptable limit 24 hours, says Ombudsman Cecilia Renfors.
– That’s far too long. And the number of cases that have a longer förvarstid than 24 hours is also too large.
It’s all about person who disposed of LVM, the Care of addicts. As in anticipation of compulsory treatment in detention by the police, but where transport to a treatment center for care is delayed, often due to lack of resources.
Police Jail then – instead of care.
According to the Ombudsman should be no need to wait longer than a day to be brought to such a home after he or she has been found.
However, over an 18 month period last year and the year before last, reported police around 80 cases where addicts have to spend more than a day in jail while awaiting transport to a treatment center, in a case nonetheless up to eight days.
the Ombudsman also points on the vagueness of responsibility between the police and the prison service.
– it is unfortunate that this unclear division of responsibilities between the Probation transport and police authorities have not been sorted out and that is a responsibility of the legislature to deal with. And where do I know that there is a legislative matter within the Ministry of Justice, says Ombudsman Cecilia Renfors.
