When it comes to unaccompanied young people, it is not always about the crime, rather it is about abuse and much about the vagabondage.

the number of unaccompanied refugee children who tvångsvårdats or started serving a sentence in a closed youth care has almost doubled in two years.

In 2014 was 139 unaccompanied inmates, according to statistics from Statens institutionsstyrelse, SiS. Then where was the fifth inmate boy unaccompanied. 2016 belonged to was a third of the inmates of the boys in the group.

firstly young people that tvångsvårdas according to the LVU, the law with special provisions on the care of the young, and on young people aged between 15-18 years who have committed serious crimes and were sentenced to closed youth care instead of prison.

Children who tvångsvårdas according to LVU often have great psychosocial problems and many of care due to abuse, crime or other socially destructive behavior.

– When it comes to unaccompanied young people, it is not always about the crime, rather it is about abuse and much about the vagabondage – that, for example, to accommodate from their accommodation, ” explains Catrine Kaunitz, who is an investigator in the SiS.

According to her, there are often mental illness in the picture, and the unaccompanied children are over-represented when it comes to self-destructive behaviour.

Among those who come to the us it is common to not work on their accommodation. You don’t follow the rules, often they are accustomed to fend for themselves. It gets the mess and brawl with other young people who live there, it has been difficult to manage school and will end up being kicked out from the property, ” says Catrine Kaunitz.

She tells us that the reading of the unaccompanied young people can be difficult, partly because many of them do not speak Swedish, but also because it is difficult for these young people to focus on anything other than their asylum procedure and their situation.

” These young people are locked up with us. But we are not in prison and we are not the Swedish migration board. It can be difficult to explain. Most of them come from communities where treatment does not exist.

the SiS statistics show that the number of unaccompanied youth sentenced to closed youth care has also increased. At the same time, there has been a general increase of that kind of judgments.

The big question now is what will happen with all young people who are with us and who may not stay in Sweden.

2016 began 63 to serve their sentence in a closed youth care, 10 of them were unaccompanied. The last three years, 149 youth served closed youth care, 17 of them were unaccompanied.

During the same period, applied to approximately 45 000 unaccompanied minors for asylum in Sweden.

According to SiS, the proportion of unaccompanied inmates from north Africa (Morocco, Algeria, Libya), have decreased significantly. From having been over half of all unaccompanied minor in the SiS, they are now around 30 per cent. Instead, the proportion from Afghanistan has increased and represents about half of all in the current group.

” The big question now is what will happen with all young people who are with us and who may not stay in Sweden. It will be very short-sighted, ” says Catrine Kaunitz and says that the new asylum law allows young people over the age of 18 years, and has a deportation order does not have the right to accommodation or intervention from the social services. It sometimes leads to that the social services say up LVU-site within the SiS.

Catrine Kaunitz is worried that the type of decision will increase.

” We have seen examples of that LVU-the reasons are deemed to be gone when a person reaches the age of 18 years, despite the fact that the LVU is to be 21 years old. The social services may not pay compensation from the Swedish migration board, and we fear that it may lead to that place with us is terminated. In the worst case, we were told to open the door, and these young people are placed to nothing.

Young people who have been sentenced to closed youth care is not printed. They are of all their punishments.
