National Audit Office: The state of the poor in the digitization – Swedish Dagbladet

the digitization is under government the single biggest change factor of our time and affects all parts of society . No matter how you define digitization, it is a fact that computers, the Internet, smart phones and social networks greatly affect how we communicate, consume, produce, determines, organizes and leads. The Swedish population is also the “digital” and quick to adopt new technologies. Sweden is a connected nation and we have a tradition with strong IT and telecoms company that has been a driving force in the development of mobile telephony and communications. It is important that the public administration is digitized in step with other sectors of society, not least because public confidence is to be maintained.

The government has ambitious goals for Sweden as a digital nation: we will be the best in the world at use of digitization facilities and state administration digitization will lead to a simpler life for citizens, a more transparent management that supports innovation and participation and enable more efficient operations. International comparisons of administrative digitization Sweden has traditionally been good to. Measurements show that Sweden is falling behind other countries’ digital development and has done so for the past four years.

National Audit Office publishes today an examination where the purpose was to examine whether the government has used digitization opportunities to streamline public administration. National Audit include sending out a survey of 536 government agencies, municipalities and counties to find out if the public administration developed in line with government objectives. The survey results show that the development of Swedish e-government is slow, there are differences in how far the public actors come and get develops digital services based on the needs of citizens.

The government has not created the conditions needed to develop a digital management. The government has the last 15-20 years, established a series of investigations, committees, councils, working groups and commissions to guide development but the problems and ambiguities have still not dealt with fully. The knowledge built up has not been harnessed and development has been guided in the short term. It has resulted in a trend that has not been cost effective and has been characterized by a lack of prerequisites:

  • acquis and technical progress is not keeping pace with each other. The technology is developing rapidly and it takes time to investigate legal issues. Different players have different views on the legal conditions for certain digital services. This applies in particular issues related to privacy and confidentiality.
  • Many different IT systems and standards hampers the exchange of information. If information is to be exchanged effectively have iT systems to communicate with each other. The public actors’ IT systems are often outdated and is also regulated by various standards and formats, which hampers the development of the public administration digitization.
  • Short term and insufficient funding prevents e-government projects. State agencies, local governments say that funding is the biggest obstacle to their organizations will develop digital: there are no funds in the businesses to develop and manage digital services and the lack of clear financial management joint digital services.

the governance of e-governance is complex with 290 self-governing municipalities and as many government agencies. Digitization does not belong to any sakpolitiskt area and is difficult to manage within the framework of regular management processes. The Government has therefore chosen to control the digitization of public administration by delegating responsibility to the authorities and committees. This has resulted in the public actors have worked each one individually to develop their own IT systems, e-services and applications, and that it was difficult for the authorities to cooperate. The National Audit Office’s view is that the development of public administration digitization are fragmented, delegated and that the development has not been cost-effective.

National Audit Office believes that the government needs to show action and provide management opportunities to develop digital . For citizens to meet a coherent and digital rights management requires that government agencies, municipalities and county councils cooperate and pull together. After having driven the digitization of public administration in the same way for twenty years, it is time to take a new approach. In order to maintain confidence in the public administration, it is important that the development is done in a cost effective manner, are adapted to citizens’ needs and expectations and fulfills the requirements of good information security.

The government should therefore take several actions:

  • the government should strengthen its grip on the public administration digitization and decide which issues are of strategic importance and should be prioritized. The government should then provide the public service mission and conditions to implement priority areas.
  • There is no receiver that can take care of the problems that the public players encounter in the process of digitizing their operations. The government should appoint an actor who “owns” the issue, which has a mandate to deal with the lack of opportunities, such as common standards and funding.
  • The Government should take a comprehensive look into the constitutional amendments needed to create a digital management.
