Sweden is a connected nation and we have a tradition with strong IT and telecoms company that has been a driving force in the development of mobile telephony and communications. It is important that the public administration is digitized in step with other sectors of society, not least because public confidence is to be maintained.
The government has ambitious goals for Sweden as a digital nation: we will be the best in the world at use of digitization facilities and state administration digitization will lead to a simpler life for citizens, a more transparent management that supports innovation and participation and enable more efficient operations. International comparisons of administrative digitization Sweden has traditionally been good to. Measurements show that Sweden is falling behind other countries’ digital development and has done so for the past four years.
National Audit Office publishes today an examination where the purpose was to examine whether the government has used digitization opportunities to streamline public administration. National Audit include sending out a survey of 536 government agencies, municipalities and counties to find out if the public administration developed in line with government objectives. The survey results show that the development of Swedish e-government is slow, there are differences in how far the public actors come and get develops digital services based on the needs of citizens.
The government has not created the conditions needed to develop a digital management. The government has the last 15-20 years, established a series of investigations, committees, councils, working groups and commissions to guide development but the problems and ambiguities have still not dealt with fully. The knowledge built up has not been harnessed and development has been guided in the short term. It has resulted in a trend that has not been cost effective and has been characterized by a lack of prerequisites:
- acquis and technical progress is not keeping pace with each other. The technology is developing rapidly and it takes time to investigate legal issues. Different players have different views on the legal conditions for certain digital services. This applies in particular issues related to privacy and confidentiality.
- Many different IT systems and standards hampers the exchange of information. If information is to be exchanged effectively have iT systems to communicate with each other. The public actors’ IT systems are often outdated and is also regulated by various standards and formats, which hampers the development of the public administration digitization.
- Short term and insufficient funding prevents e-government projects. The government should therefore take several actions:

- There is no receiver that can take care of the problems that the public players encounter in the process of digitizing their operations. The government should appoint an actor who “owns” the issue, which has a mandate to deal with the lack of opportunities, such as common standards and funding.

A seriously injured after crash E22 – Västerbotten Courier

Belfry from the 1700s burned to the ground – Aftonbladet
An old bell tower in Sigtuna caught fire during the night.
