Minister: EU proposal “a success” – Aftonbladet

The refugee crisis. More than 2.3 million per applicant. The proposed price when EU countries will be able to buy their way out of receiving asylum seekers redistributed within the EU.

The Swedish Government wants asylum seekers should be divided between the EU countries, according to a pre-designed distribution key. But the European Commission’s new proposal for the asylum system means building on the Dublin Regulation, whose main principle is that asylum seekers should be tried in the EU country they first come to.

– Looking at the big picture will probably be seen as a success based on the positions that we had, says Minister for Migration and Morgan Johansson (S) said.

Greater importance

He says that if the system proposed by the Commission had been in force last summer it would have been of great importance for Sweden.

– When was the redistribution of Sweden could start during the summer, says Johansson.

Based on the benchmarks, the Commission states had the Swedish ceiling is reached at approximately 50 000 asylum seekers, according to Johansson. There were 163 000 asylum seekers to Sweden last year.

He says that the government’s approach has been that opportunities to buy itself free of liability should be as small as possible.

– it is now proposed a high fee and we will analyze the proposal, says Johansson.

the Commission wants that when one EU country are exposed to an abnormally high asylum pressure should a distribution mechanism to enter into force. Then asylum seekers transferred to other EU or Schengen countries.

– What we have to play with the cards we have been given by the European Parliament and member states. This is the best we can get to, said EU Commission Vice-President Frans Timmermans, at a press conference.

Several EU countries marks directly that they are against the proposal on redistribution. The Slovak Interior Minister Robert Kalinak, who opposed the previous distributions, said according to Reuters that the proposal is not grounded in reality.

– There are the countries that do not want a redistribution at all, says Morgan Johansson, who did not dare to predict the proposal’s chances of being adopted.

A kind of fines

If it is not possible to show solidarity within the EU asylum distribution will be no different apportionment of liability nor says Timmermans, adding that countries such as Sweden and Austria can not take such a big part of the overall responsibility in the future as they do now.

the European Commission proposes a penalty , a kind of fines for countries that refuse to accept the refugees entrusted to them by the automatic distribution system. This means in practice that the countries can buy their way.

It’ll cost a country refusing to EUR 250 000 (approximately 2.3 million Swedish kronor) per asylum seeker to avoid receiving it number as the key says, the Commission proposes. The money will be paid to the country that the asylum seekers would be moved from.

The Commission also proposes that asylum seekers should be obliged to stay in the country who manage their application. Do not they will be able to be a question of sanctions, for example in the form of reduced support.

Biometric data

The large database Eurodac, where data about asylum seekers are to be strengthened and expanded and filled with more data and biometric data of persons residing in the EU. Member states should be able to record data even if the third-country nationals and stateless persons who are not seeking asylum but known in any EU country. Member States should not, as now, is forced to question the country that registered person for permission to share information about this.

Last year was required difficult negotiations to reach a decision to distribute 160 000 asylum seekers from Greece and Italy to relieve the two Mediterranean countries. EU countries have not followed its own decision. Barely one percent of the 160 000 has been allocated.
