Refugee reception need to be more cost effective. A review of the compensation to municipalities for the reception of unaccompanied children and young people is welcome. Municipalities should review their costs and find more effective solutions. The system is based, however, on trust and respect. If the government changes the rules during the game it will be difficult for local governments to dare to take responsibility in future.
The Government revised proposals is the introduction of the new compensation rules postponed until 1 July 2017 and the government says that it therefore listened to municipalities. But several existing agreements with the Migration Board expires end of June 2017. It is from this date that the changes in the rules would come into effect, so the municipalities have taken responsibility and signed agreements, this means no change.
We share Local Authorities and Regions (SKL) assessment that a new compensation at the earliest enter into force January 1, 2018 to give municipalities the opportunity to ask about the business and move children to the new Home. It is significant that SKL stands by its criticism.
The Government To lower the compensation from 1900 SEK to 1350 SEK per day for children ages 8 to 17 and from 1 900 kronor to 750 kronor per day for young people between 18 and 20 years. the government’s revised proposal presented a fund of 40 million where the municipalities that are stuck in long-term contracts should be able to seek funding for the conversion. This allowance does not even cover our four municipalities additional costs and is at best a waste of time.
Low counting Sundbyberg will get reduced benefits by 15 million per year, equivalent to the entire municipal SFI tuition for 950 students. Vaxjo and Solna will get reduced benefits by about 40 million per year each. This represents 60 social workers or SFI teachers. Helsingborg lose 50 million, equivalent to 120 teachers.
This is also a risk to incur additional costs for the municipalities. Unaccompanied children who are 18 years old and have had their asylum application to leave the country. But since few refusals executed, and there is no accommodation or daily basis, pending expulsion, means the present wording of the Social Services Act that the costs would be placed at the municipalities.
The Government can not offload the cost of national authorities do not carry out decisions on local government.
We need together to focus on how the 35,369 children and young people who sought asylum in Sweden in 2015 to have the opportunity to start a new life here. We need good and clear rules and tools for working with integration – no more sticks in the wheels of government.
