M: We are looking for a broad agreement on the welfare – the Swedish newspaper svenska Dagbladet

There were bigger risks than we predicted with the combination of economic incentives and weak quality control.

In recent years have more and more begun to ask themselves the question of welfare can be relied on. Are your children’s school to go when it is time for the exam? They get on the home for the elderly the attention they deserve? How long you are forced to wait for treatment if you become ill? If Sweden is to continue to be one of the world’s top välfärdsländer will require innovative thinking and being a team review of the policies of all the parties. We conservatives will stand up for diversity and freedom of choice, at the same time that we self-critically rethink our policies. This ambition will lay the foundations for the Conservatives plan for a stronger Sweden.

this High quality in the education, health and social care is fundamental for cohesion in Sweden, so that we can break the alienation and give all people the same opportunities and support regardless of background or place of residence. The Swedish education, health and care will belong to the best in the world.

Therefore, we should set stringent quality requirements within the school, health services and care. This is particularly important because the welfare system is financed jointly, and often is about taking care of people in vulnerable situations. Fundamental to the Swedish welfare is that it should be need and not ability to pay as control. Swedish welfare is not a market.

Lack of quality can never be accepted. Poor quality in the public sector is a waste of taxpayers ‘ money. Poor quality of the company that is profitable is the closest to be considered as fraud against the taxpayers. In both cases it is a betrayal of students, patients and care recipients.

Let us take the school as an example. All schools should not be alike, but all must be good. To educate children and young people is a trust and which is not capable of the task should be stopped. All children have the right to a good school, but no one has the right to expose children to a poor education. It applies to both public schools and private schools. The conservatives were the driving force to create the conditions for private schools because we saw its good effects: new ideas, new pedagogy, and more options for the students.

But all was not as we had hoped. There were bigger risks than we predicted with the combination of economic incentives and weak quality control. Choice, competition and stringent quality requirements leads to better welfare, but without control, there is a risk of abuse.

To the state set high standards is not unique. It applies, for example, in the financial sector where irregularities and malfunctions can have serious consequences for society. The industry is surrounded, therefore, by the rules on permits, inspections, fines and, ultimately, receivership and suspended the right to operate. This should serve as an inspiration for the welfare sector. In the day also sets the strict requirements of many of the welfare employees who work in the so-called legitimationsyrken. Thus, it is natural that the strict requirements are also imposed on those who run the operations of welfare.

A modern welfare policies should be based on the following grounds, which we would like to seek broad political consensus within the framework of the call over the blockgränsen.

1. General licence. A general licence should be established in order to pursue school, health care, social care and activities within social services and LSS. The requirements should as far as possible, be equivalent for stand-alone and public stakeholders.

2. National quality requirements. National quality requirements for various activities within the welfare system to be determined. The quality requirements should be deleted from the results and outcomes.

3. Supervisors shall follow up the quality. Authorities in each area should be given a clear mandate to follow up and report on how the business is performing. Kvalitetsuppföljningen shall focus primarily on measurable results, not to measure the deposited resources. The activities that do not reach good enough results to put it and in cases where deficiencies are not addressed, there should be clear sanctions.

4. Sanctions for non-quality. In both the public as stand-alone activities needed severe penalties – regardless of the principal – to come to grips with the quality problems.
