Before the reform in July 2009, the scale of penalties for murder, only two positions, imprisonment for ten years or for life.
2006 introduced the law on conversion of life imprisonment. According to it, a life sentence is converted to a fixed penalty of not less than 18 years.
At the interval between imprisonment for ten or 18 years, it was completely empty on the scale of penalties up to and including the amendment in 2009, which gave the opportunity to impose different length of punishment depending on the murder of difficulty.
in an indicative ruling in 2013, the Supreme Court held that the normal punishment for murder would be twelve years in prison, ten if there were extenuating circumstances.
16 years imprisonment would be imposed in cases where the totality of the circumstances pointed to a higher penalty.
18 years in prison should be reserved for cases where the circumstances were very aggravating.
life imprisonment would be applied only in exceptional cases where the circumstances were extremely aggravating, such as when someone is murdered several people.
with the amendment in 2014 wanted politicians tighten the punishment for murder so that life would be imposed in the majority of cases.
