in a little over a year time Environmental Advisory Council, where all parties except the SD included, worked to carve out Sweden’s future climate. In the near future the parties present a new, common agreement.

So far, Sweden has had a vision of zero net emissions by 2050. The forthcoming proposal from the Environmental Advisory Council’s objective to Sweden later in 2045 will have zero net greenhouse gas emissions. In subsequent years, the emissions become negative, experience SvD.

– We would have liked to see a more ambitious line. With a previous case would have been easier to get the emission reductions in the near term, which is extremely important, says Nina Ekelund, program director of the corporate network Haga Initiative.

At least 85 percent of emissions reductions occur within the borders of Sweden. To cope with it to the storage of carbon dioxide could be used. And to reach all the way to zero net emissions, action should be implemented in other countries could be included.

Under the agreement Sweden will be leading the efforts to realize the ambitious goals the world’s nations agreed in Paris. At the UN meeting was tightened policy globally – with the aim of warming on Earth at any time should not exceed 1.5 degrees compared to pre-industrialism.

In order to cope with the mean number of Swedish and international scientists that the world should have global zero carbon emissions around 2050. If Sweden is to “go ahead”, as politicians usually put it, it is not enough 85 percent reduction at home until 2045, according to several critics.

– it’s great that preparation has ruled the temperature target that the world endorsed in Paris. But the proposal of a 85 percent reduction responds poorly to temperature target. If all countries in the world have such emissions by mid-century will probably not be enough to prevent dangerous climate change, says environmental scientist Mikael Karlsson, an expert in the Environmental Advisory Council and Chairman of the European Environmental Bureau.

One strength of it new agreement is that seven of the parliamentary parties managed to agree over block boundaries. This means that the investigation can hammer in parliament. According to the Haga Initiative Nina Ekelund sends announcement also a crucial signal to industry that these issues are a priority.

– As with the pension agreement and defense policy, so it is very important that parties stick together because the issue will be important for decades forward, says Mikael Karlsson.

in order to continually scrutinize government – and future governments – work to achieve climate objectives are expected Environmental Advisory Council suggest that a climate policy council will be established. The idea is that the new expert body shall evaluate the overall policy contributes to climate objectives and whether the measures taken are sufficient.

The investigation also want that the government shall annually report their work in the climate field and every four years a climate of political action.

part of the framework may be regulated by law. The long term goal for 2045 is not expected to be in the part covered by the legislation, which many consider to be a strength, as it will be easier to focus.

How the goal of zero net emissions by 2045 will be achieved – instruments and milestones – will the preparation state to a second report in June this year.

– the continuation of the process is crucial if the goal for 2045 is ambitious or not, says Nina Ekelund.

What is it?

Environmental Advisory Council consists of members from seven parties (SD sat not in parliament when the work began in spring 2010) and is led today by Anders Wijkman. Present work began in late 2014.

Advisory Council’s mission is to develop a climate policy framework, and specify how quickly Sweden should reduce their emissions, and to “create clear incentives for conversion” .

Net emissions means that it reaches zero, partly through measures to reduce emissions in other countries, which is to “offset” the emissions at home.

Previous bloc agreements during the term has been made on migration, defense, arms, ratings and terrorism.
