Billion Budget for the New Karolinska cracked already when the contract was written – Swedish Dagbladet

Wednesday confirmed Stockholm County Council for the first time to the expenditure for building and equipping the new Karolinska not 14.5 billion, which is the value of the agreement with Skanska, and also it decided expenditure ceiling. The current cost is – after a number of additional agreements – instead reside in 22.8 billion.

But Svenska Dagbladet’s audit shows that Skanska tendering never been held within the agreed cost framework at 14.5 billion.

Interest was high when tendering competition for the New Karolinska presented in autumn 2008. Yet it was only a consortium – Skanska and British Innisfree – who finally submitted a bid. Other major stakeholders that NCC and Peab pulled out. Despite the limited competition went council on with Skanska, which also received the contract two years later .

This occurred despite the fact that Skanska’s bid in a memo to procurement secrecy spring 2010 were reported to be 16.267 billion crowns . The level is confirmed by notes from several negotiation meetings prior to the agreement.

SvD has previously received the documents where much of the content secret stamped, but has since gotten over them in full. It turns out that the high price has been an absolutely central issue . At a meeting in January 2010 – more than a year after negotiations started and shortly before the contract is signed – is an item on the agenda: “NKS brainstorming about possible. for high requirements. “

Other items on the meeting is about” saving the list, “and” the generally high price level “.

Similar items recur in several meetings. When the day of signing the agreement approached the low bid is still well above the frame. But the evidence presented to politicians described the price as competitive.

On 18 February 2010 was summed the total construction cost of 15.786 billion crowns since some costs to come and the tenderer lost price of 450 million. But had plans for a clinical laboratory to 1.024 billion lifted out of the agreement. A lab is a prerequisite for the new highly specialized hospital – and lab investments have later returned to the project, but then instead of several additional agreements.

When the County Council in May 2010 gave the contract to Skanska / Innisfree was price negotiations in reality have not yet finished and would continue for more than two years. The solution was a write-in agreement to agree on substantial savings later. The whole thing is controlled in the long secret agreement in Annex 2A: 5, which SvD have read. Three lists of planned but not yet fully completed negotiated savings were made up and was named 520 million list, 400 million list, and 327 million list. Along 1247000000.

In January 2013 , presented a series of additional agreements on together almost exactly the same amount – about 1.3 billion. Spending for these now financed by the side of the original framework of the NKS.

The County Council Toivo Heinsoo confirmed to SvD that Skanska’s bid was 16.2 billion, and that items were picked out, but says that this was not done to get Skanska’s bid during the spending limits.

– Uncertainties meant that we picked out items. Some of the riders was a result of the uncertainties, others that it was better to wait, as with medicine technology, he says.

Here you can read the documents:

The first document , which you can read here, is an Official statement from the Stockholm County Council. Next documents are notes from meetings on the bidding process for the New Karolinska. When SvD’s reporters asked for the documents, they were heavily marked and the “darkened”. In this document you can read what it was that secrecy was tested and the secret was made.
